Every circuit, every outlet, every light runs through it, and on Oahu it also has to stand up to humidity and salt air that wear hardware faster than the mainland. What you are paying for is not just a metal box. It includes the new panel and breakers, the permit, the Hawaiian Electric (HECO) coordination, the labor to safely cut power and re-land every circuit, and the inspection that certifies the work. Cutting corners on any of those is exactly how people end up with the half-finished jobs we get called in to fix. Double taps, where two wires are jammed under one breaker lug that was only built for one, are a frequent fire-and-arcing risk. Missing or undersized grounds and bonding, common in plantation-era and early mid-century homes, mean your safety system is not actually grounded the way the NEC requires.
